Like someone might say "Yeah. Screw those 70 million people still running Win9x." and not mean it? Being secretly ironic is difficult in writing, since the reader has a 50/50 chance of guessing whether you're being sincere or not. So they stopped supporting the stone age.

You say that as-if XP/Vista is new technology. It's just a new product. Only if you believe that every version of Windows is built on the same code base.
That's rubbish. The same code base has nothing to do with it. The codebase for Java has changed significantly over the last 10-15 years, but you can still run even the earliest Java programs on it. Its a matter of not changing core interfaces, and deprecating those that you do need to change. The underlying code is insignificant.
