Sets a spin box's value, clamped to its range. Use it to load a value into an inspector field or reset a control to its default. Setting from code is silent - no $401 event - so resetting a whole panel of fields will not storm your event loop. User input behaves differently: arrow clicks apply immediately, and typed text commits when the user presses Enter or the field loses focus. A committed change posts a critical $401 with the normalized value in EventData; typed text that is not a valid whole number quietly reverts to the last value.
