Moves a panel and everything inside it to another gadget group. This is the heart of detachable tool panels: gadget handles, native controls, text and canvas targets all stay alive while the panel moves between a docked tab and a floating window. Local panel coordinates now refer to the new group, so call SetGadgetShape to fit the destination. The destination owns the panel after success, and reusing its current group does nothing. Invalid handles, cyclic parentage and framework splitter panes cause a runtime error. See the complete 11_Detachable_Panel.bb sample, which tears tabs off into floating windows and docks them back.
