I know some Apache tricks, but in my workplace some server was for a group of ppl using IIS, and they're asking for this.

Some are expensive, and hard to configure, it seems impossible to make a simple description rule and make it effective, and I can't limit thread downloading speed.

What's better solution in your corp/site?
