Actually my smart car consumes 10l/100km, but that's because I drive it the fun style. It could theoretically come down to 3l/100km, but that would be a dead boring driving style, and it would piss other drivers off since you accelerate so slow. Kick down, screeching wheels, and the smell of burnt rubber from the engine is my driving style. I never thought of the smart car as a cheap, useful, economic, safe, roomy car, I just wanted it to have fun. And that's what it is, 100% :)
