You must be using BlitzMax 1.30.
But if you have installed the SVN correctly this shouldn't be a problem. Make sure that the SVN is in a separate folder and change directory to that folder then run.....

bin/bmk makemods
bin/bmk makemods -h
bin/docmods
bin/makedocs
