BlitzMax is definately the 2nd best language after C. Not because it's fast, but because it's so damn radical simple to create programs with. If your main priority is to create quickly a program, then BlitzMax would win all languages. If your main priority is to create the fastest program on earth, then C would win all langauges. There's only those 2 choices of languages, the rest is far behind in all aspects.
