Grey: I don't know about Canada, but in the US very few off-the-shelf cheap-ish DVD players are multi region, although you probably find them if you look good enough.
PAL support in general seems lacking -- although through composite video plugs I can play PAL on my TV, it shows up in black and white instead of color. I guess there's less incentive to support PAL than it is for european equipment to support NTSC (since the majority of 'popular' media originates in the US, and natively comes on NTSC.)
