Kev, if it doesn't even beep, yes, you could have a dead CPU. Have you unplugged all other devices from the mainboard? And also go and disconnect all power cables from the HDDs, Floppy and so on. A wrongly connected power cable or an electrical short circuit can also cause that behavior.
