Anyone think developers/publishers should be fined

This system is technically already in place. Developers can already get penalised by the publishers.

The consumer is the end victim, but the publishers are protected by contracts between them and the developer.

A publisher can, at present, sell a game as finished - knowing full well that it is not and possilby may never be finished.

So, has anyone had a problem returning software? I know that some retailers disclaimer their refusal to refund on PC games.
