RR is having serious problems with the website at the moment and has just recently (today) had a server change which is keeping Oddbob (the site's owner) very, very busy.
The registration process will happen soon, but only once everything else on the site has been sorted. There's no rush - you've got until December to create your game, so worry about that rather than registrations.
However, you can still post over at (the new) RR to let everyone know what you are doing :)
