Yeah. Which isn't really evolution, so much as creationism.
Looks more like lamarckian evolution than creatonism from that statement (which has been proven wrong nonetheless).
Of course a true Darwinist approach wouldn't work well as a game.
Will Wright actually made two games that feature darwinian evolution, being SimEarth and SimLife (though, granted, these were more simulations than games).
