Very detailed post. Anyway, it's the same as my understanding of it all (and I tested it all when I designed my framework).
The default Hz param is 60, so if you don't supply a Hz param in full-screen mode it will be 60Hz. You need to use -1 as MGE has discovered to use one provided by the OS.
Once you've opened in fullscreen, if you do not define a Hz rate you'll get one provided by the o/s.
