I pray you joking when you say that consoles are graphically over PC..pure joke..named game has obvious FPS slowdown on PS3, easy noticable..on PC with 9800GTX its smooth like a slik with incredible amount of details..
Yeah. So tell me again, what's the price difference here? I mean the 9800GTX, nearly costs the same as the whole PS3, doesn't it? My computer would cost about twice as much as the PS3, and it doesn't offer nearly the same performance, or graphics quality in Mass Effect as the XBox 360 version (haven't tried Mass Effect on the PS3, so can't compare there).

If you could shut down your operating system temporarily to play a game (not recommended) then the game would be much faster, however this is not only not a good idea, but a VERY bad idea as It could crash your computer PERMANENTLY.
You don't need to "shut down the OS" you just need to limit which tasks can be pre-empted, like the Forbid() call on the Amiga would do. Apart from "it's wildly open to abuse, and Microsoft don't have the best track record in the world regarding security" there's no reason Windows couldn't have a similar mechanism.
