I don't think people in Europe are content to wait longer and pay more, I think they just don't have any choice.
I would be interested to know what evidence they have against those people that they are fining, if it doesn't stand up in court it could be those companies that have egg on their face. Innocent until proven guilty is still (mostly) the docterine in the UK, at least unless your poor, asain, or from an eastern european country, or the victim of the latest round of media hysteria.
