Consoles are a cyclical business.
Every time the current generation starts to reach it's peak in popularity and profitability, someone comes out to say this type of thing.
Publishers will continue to create PC games. But they will be ports of console games.
Making games that cost millions of dollars still leaves publishers in the precarious position of putting all of their eggs in one basket. Because of this, they will release their products on as many platforms as they can. PC will always be one of those because it is easy to port to (trivial if it's written with the XNA framework for the Xbox360)
PC gaming would gain more popularity if the hardware manufacturers would lower the price of entry for the hobby. There's no reason why a PC that's as capable as an XBox 360/PS3 (hardware wise) couldn't be released within a couple months of release of the console at around or less than the price of the console itself. If they coupled that with an OS designed specifically for games, people would buy it.
In fact, people did buy it. It was called the original "X-box"
