As long as ATI has no support for OpenGL 3.0 it doesn't exist.
Of course by the time ATI learns how to write OpenGL 3.0 drivers that actually work, OpenGL 4.0 will be out. ATI is so close to going under financially that they will probably not have to worry about the issue. I just hope they take AMD with them.
