Am I missing something? In that link he is not talking about any cutscenes, but about game backgrounds that react to what the player does (like leaves that grow when the player waters them). And he says that such backgrounds can't be done with current gen consoles, but once it would be possible, this would be the next generation of gaming. Sounds quite reasonable to me.
