I don't believe it, because if the 'big ISP providers' do this, than they will go out of business. And the 'small ISP providers' that don't do this will become the big boys :\.
It's just human nature to go for the better deal.
Aside from the fact, today's society is basicly dependant on the internet for easy information. There's no way that this would be tolerated. It would cause economic issues, think of how many businesses sell online.
