I found another FPS creator (without coding need)

From the main features of this page

Animated 3DS, X and B3D model support

(this is what "LoadMesh" support)

From system requirement

DirectX 7.0 compatible required.

I believe it was created with blitz3D or Blitzmax.
Its forum is quite active, too.
