Getting the system time is easy:

Open in online IDE

Local Time$ = CurrentTime()

Print "Hour  : " + Left (Time,2)
Print "Minute: " + Mid (Time,4,2)
Print "Second: " + Right (Time,2)

WaitKey()
End

You can check what hour of the day it is and set your light colours to an appropriate colour :c)
