SpyBot appears to be the best, although it's an unfortunately reality that a single anti-spyware program isn't enough anymore -- they all have their own strengths and weeknesses, but none of them catch everything.
(To put it in perspective -- IIRC correctly spybot will detect and remove ~120,000 different pieces of malware, but there's still more out there. A never-ending arms-race. It's a sad fact that there's simply too much money to be made through spyware.
