I think we shouldn't make such a big deal out of it. IMHO most archive entries are pretty good, some are jewels and some crap. Usually people are searching for a certain solution in the archives. They don't get stuck by things like "red oval" Programs. And even then, it's free entertainment.
Probably the "Add Code" page should contain some guidelines, including the need for a certain level of usability (vs beginner code).
