I'm assuming they'll mainly be targeting the people that download terabytes of crap every month. Either that or censor the internet, which will never happen.
Would have been nice if the article mentioned what they considered illegal, as a lot of people have different opinions regarding the subject and a lot of gray-space created due to said opinions (one example such as above, being really old titles).
Using the dictionary definition would kill a fair amount of internet users over there I'd say.
