Game Quality would be the overall presentation of the gaming experience.

While visual pizazz is important, quality to me means ease of use, clear easy to understand goals/storyline, an end user interface that is intuitive and easily comprehendable.
"and who can judged a game for this?"
People who have experience in the distribution channel, and your targeted users.
Otherwise the quality experience of the game itself is nothing more than one's own perception, opinion, etc. Crappy games can still have a high level of quality, and vice-versa.
