I think that quality, following on from the basic premise that you spend as much time as it necessary to do things right, is what you get when you don't skimp on things and you provide a full complete polished implementation of everything that really should be there. It doesn't mean throwing together some basic idea which has little depth and then not bothering to make a decent menu or document it properly. Quality means having a high standard throughout.
