Game quality comes down to balance just like many other things in life. If you create a game with astonishing graphics then players will expect the physics, sound, etc... to match those graphics. Conversely, you could make a game like Michael Reitzenstein's latest flash games. They don't contain ground breaking graphics but all of their components are complimentary.
