i think quality in the term "game quality" should be judged on how well the game/app does what is expected of it. so bugs should be part of it, is the game finished to a consistant standard etc. not really if its a great game thats the subjective part. even if a game has music you dont like, most people can tell if its badly put together or not even if its not to there taste.
