Lumooja: your list is just a list of technical features. Features<>Quality imho.
I think that "Quality" means that experienced/talented people have made the various aspects of the game (technical stuff, interface/menu system, story, atmosphere, graphics, special effects, sound, music, extra bonus stuff/features, controls, bug testing, level design, and gameplay). If these things don't seem crap i.e. they match or beat other similar games in the marketplace, then it's probably fair to say that the game is good quality. Probably many of the things in the list above were iterated over many times to get them just right instead of just being slapped in there. Even experienced people don't get it right first time.
