Anyhow, after I cranked the settings up to "Performance" and "Level 5" I can now play stuff like GTA3: Vice City at fantastic frame rate (30 FPS most of the time)
Power management is crap on my laptop as well, I have to force off anything 'adaptive' on my MacBook Pro to play anything decent (Gears of War) without it plugged in, with the draw-back being that it utterly kills your battery. Surprised to hear that the Intel chip can display GTA at all.
Anyways, quick removal for me. I already had one USB drive die because a PC locked up during the process of reading it (my high school had some retarded computers) and was never able to repartition it to fix its broken state.
