The version of cPanel I have (11.15.0) is split into various sections, one of which is 'Files'. It has things like File Manager, FTP Session Control and stuff in it. That's where the 'Backup' option is.
When you go into Backup (NOT Backup Wizard!), you have a few options such as backup/restore your home directory, complete backup, database backup and Email Forwarders/Filters.
Under 'Databases' is a list of the databases currently set up on your site, one of which will be the one used by Wordpress.
Click on the database name and it will compress and download the file for you.
