There is no agony for virtual characters. When in Manhunt one of the criminals is getting his head cut off it's only a virtual head and there is no pain.
Yes, that's why it's not a crime to do this. Similarly it wouldn't cause any real agony if you were to watch (and enjoy) a video of a kitten being brutally tortured, for example, yet this is still considered extremely distasteful.
