First get an install package compiler (or write your own)
I reccommend Inno setup(free) and I.S. tool (also free and is a kind of easy front end wizard thingy for inno.) Its of course not nessacary but adds a professional and standard look to your install.
Then create a kind of menu/welcome screen app (if required) using either flash, blitz or whatever.
Create an autorun.inf (google it) to tell windows to run the specified exe (either the setup.exe or menu.exe)
Be sure when writing the CD to 'finalize' it so no 3rd parties can easily sabotage it after distribution.
And thats about it.
