If you are not paying for the connection and it is not intended and advertised as a public service then I say it is stealing. Someone not knowing how to protect themselves should not mean that it is an open invitation for you to take something from them. The burden is upon YOU to have the responsibility and respect and discernment to direct yourself. Just because there may be public wifi areas seemingly blended in with individual's private networks does not mean that you should have blurry boundaries in your decision making.
