Boy, can we argue somethings here huh? Anyway:) Lets define stealing.
1. to take (the property of another or others) without permission or right, esp. secretly or by force: A pickpocket stole his watch. (www.dictionary.com)
With this definition, can he be charged? I dont know. The next question is, can somebody own a wavelength (or what ever a wireless sends )If somebody can own a wave length, then this man stole. In the situation about, stealing a light from somebodies yard to illuminate the area, the answer is no. Thats almost like being arrested for stealing air. Until somebody OWNS air, its not stealing. You have to claim rights to something, before it is called stealing.
Look at the part of definition, that stands out to me.....'to take (the property.....' So again, the judge will ask, Does (what ever company) that runs this wireless own, what ever it is this man is being charged with? And if Im not mistaken, what ever it does take to run wireless, was stolen in this case. The man is guilty. Wether we find it to be cheap, or exspensive, great, or not great, if somebody owns something, and others take it, its stealing. Just because we find it easy or simple, or not that important, somebody on the other side of that wavelength, NEEDS that money to survive. Your stealing wavelen,,,,, I mean money out of somebodies mouth.
