150 an hour for contractors is not that unreasonable, and is sometimes common - where the programmers are good enough, everything is mission critical and if they are the only ones who know the system inside out they can charge what they like.
A friend of mine is a very experienced software engineer who's team's going rate is somewhere in the region of 50-300 POUNDS an hour depending on what the job is & who it is for. That has to pay 2-3 people though.
Its a bit steep for this type of job tho :)
