How do you skin apps?

My studio was planning to make a small desktop top that can read rss, and want to have it skinned.

(Like Nanika/Kawari/SSP...etc
example here http://ssp.shillest.net/ )

I've looking into SkinCrafter, price is not issue but it's somehow bloated for a small app.

Any alternatives do this job?
