Never, and there are lots of fan creations out there, including free home made Star Trek episodes. *pure speculation coming up* I think at this point Paramount may have pretty much conceeded it's right to stop this kind of thing due to prior acceptance of so much. (I'd be happy to be shown the error of my ways though).
