Use Ex-Pee instead :P
Try forcing a clear on the backbuffer manually after the flip with a cls or rect. Shouldn't need it, but then we "shouldn't" need a lot of things where vistas concerned :/
The other thing to check is weather its actually double buffering and not just writing to the frontbuffer for some reason - i guess drivers could cause this??.
