Actually most normal people moved from Win98 to WinME, then to Win98. The PC my family brought in 2000 came with WinME.
You must not live in the UK then. Most PC shops here simply refused to sell PC's with ME on it. Almost as soon as ME was released, they went back to selling machines with 98SE preinstalled.
