Could it possibly be a port issue? I remember when I was having problems with a P2P program. I had the proper port opened and permissions correct on my firewall, but couldn't transfer any files. Turns out that the port I needed opened also happened to be a port that my ISP reserved for it's own internal use, so it was swallowing all communications on that port.
Fortunately the program allowed me to use an alternate port so I was able to get it to work.
What port does the syncmod server use? Could it be a non-standard port that Jolly's ISP might be blocking for some reason?
