Get a free compiler like GCC ( http://gcc.gnu.org/ )
Yup ANSI C is the standard. The ANSI C standard obviously changed over the years but the changes were miminal really.
C is a good language to learn in order to learn how to program.
Good luck, C was my first programming language and I still love it. There is less and less call for it these days but will stand you in good stead if you then move on to C++ and C#
