I was always more interested in the work Sutherland supposedly did for the NSA.
I would say the true birth of windows was not from either of them, as its origins can be traced back to more than just one man, a lot of people all over the world were all working on similar projects at the same time. they all contributed to what we now call a user interface..
The first True windows I would say came about from the real inventors of the mouse ;) it was only then that we could truelly call it a UI. but that's just my opinion so
