What I said used High Fantasy as a defacto obvious easy to relate to example. Obviously the setting could be anything.
Doesn't have to even relate to 'real life' in any way...
Also. Balancing would be done like the spells in TES Oblivion. More powerful? Needs to have a higher skill level and uses more magic up.
The same could be used for anything.
To take my spin attack example. The first spin might require 5 fictional points to use.. that same one, altered might cost the same. Stack them together and it costs 15 rather than 10.
Sure, there would be some some attacks made that are better than others. But that is realistic. And as time goes on, new things will be discovered... Say.. for instance.. there is a MEGA spell that is normally impossible to cast because it requires 50 more points to use than is possible to gain. Someone else might develope armors and weapons that raise that attribute.. making the spell castable. Albeit, also crippling the player because they can't have any other enchantments..
There are ways to balance things.
An alternative is for the enemies to 'scale' to the new median power levels. Everyone is running around with ultra-cheap super-weapons.... Like guns, in a fantasy world... Well.. the enemies start to develop protections against that super-weapon through 'evolution' which is or isn't related to actual evolution.
All this sound like a lot of work? Good.. Cause most games focus all their 'work' on graphics and asset creation. It would do games some good to require a lot of work to get the game working. Work is what makes new kinds of games.
