Obviously it does if Nintendo has to send out new straps (unless you're talking about the new straps, then disregard...:p)
If you ask me, regardless of it or not, it was a good PR stunt (albeit at a cost) for them to replace them, even though it was the extreme minority that was incapable of using the remote properly.
