I second the suggestion of a Dell. Any Dell. Even if it's a second-hand 2405FPW. The response time is actually 12ms for the panel used, but some Dell trickery improves it to 8ms (the newer 2407 has a response time of 6ms).
No matter, ghosting is less evident on my Dell than on my Nintendo DS Lite, so gaming is not an issue. I also regularly watch full HD movies. I'm considering upgrading to the 2707 (27 inches!) but they are still expensive.
The great thing with the Dell is it has so many imputs: DVI, VGA, Composite, Component and S-Video. Great for hooking up consoles.
