There's lots of info about setting up joints in the official ODE docs and also previous JV-ODE threads.
What joint types are you using?
I suspect it's probably due to the joint types being used rather than the joint settings. For example, you can't use hinge joints for both the bar and the wheel, the bar would need to be fixed not hinged.
It would be best to post some code showing the problem tbh.
