Quite simple: He dislikes RAD tools. As far as i know RAD stands for Rapid Application Development. Although i suspect that's not exatcly what he wanted to target i guess he was after the IDE as at least speaking for unity this one offers an IDE where you can build, arrange, tweak a scene or add behaviours like code scripts or physics behaviours beside of pure coding, which again leads to a more flexible approach and for certain tasks easier handling and so faster dev process...
