Of course, technically a 'release candidate' is exactly that, something that's seriously being considered to BE the final version. If that's not what Microsfot thinks of it, they should still call it a beta and not an RC.
To be fair, many of these claims are being made against beta software. At least wait until it ships before proclaiming it slow or bloated or buggy.
