Why not add a check for the actual dll file before calling any OpenAL commands?:
openallibfile$=getenv_("WINDIR")+"\System32\OpenAL32.dll"
If FileType(openallibfile)=1
	Notify "OpenAL is installed."
Else
	Notify "OpenAL is not installed."
EndIf
